Abstract: As an extension and supplement to classroom instruction, mathematics homework in primary education serves as a crucial vehicle for consolidating students 'foundational knowledge, fostering core subject competencies, and developing mathematical thinking skills. Currently, however, the design of such homework in primary mathematics education faces several challenges, including limited variety in homework formats, an imbalanced distribution of difficulty levels, and a lack of targeted content, all of which constrain the improvement of classroom teaching quality. By integrating the pedagogical principles of primary mathematics education with students' cognitive development characteristics, this study systematically elucidates the core connotations and educational value of effective homework design; identifies existing practical issues in current homework design practices; analyzes their underlying causes; and, on this basis, proposes optimized strategies grounded in scientific rigor and practical feasibility. This work aims to provide theoretical references and practical insights for enhancing the quality of primary mathematics homework design and advancing the development of students' core mathematical competencies.
