Abstract: Against the backdrop of sustained low fertility rates reshaping China’s population structure and holding back long-term social progress, the issue of offering targeted social compensation for fertility labor has become an urgent task nationwide. When analyzed through the lens of the twofold production theory, women take on overlapping pressures from household childbearing and rearing work alongside formal workplace employment, trapped under a double burden. At present, the social compensation system for fertility labor still runs up against tangible bottlenecks.Public society fails to fully recognize the value of population reproduction labor, while the existing cost allocation system for childbirth and child-rearing remains overly crude and lacks rational distribution rules. To resolve these real dilemmas,we need to properly sort out the internal dialectical ties between material goods production and human population reproduction, cultivate a widespread social consensus that affirms and values women’s reproductive contributions, and build a complete, China-specific institutional framework to reasonably share all types of fertility-related social costs.

Keywords: two theories of production; material production; population production; fertility labor; social compensation
