Abstract: This study focuses on construction of discourse, conducting systematic inquiry within integrated framework of emotional mobilization and diverse communication ecology, while the research object is official discourse in context of public emergencies, with emphasis on examining its cognitive mechanisms and strategic optimization. By analyzing how framework structure, emotion-driven responses and multi-agent communication environment interact to shape public cognition, this paper further clarifies operational paths through which official discourse exerts influence in practice. The study draws on China's public opinion governance experience and representative empirical cases, highlighting that information transparency, response timeliness and media interactivity play key roles in regulating public cognition, with strategic-level proposals forming a three-dimensional optimization strategy covering multi-framework coordination, emotional communication and phased communication. It argues that only by synergistically integrating rational expression with emotional response, and achieving organic connection between authoritative release and interactive feedback, can official discourse effectively enhance its cognitive guidance capacity, thereby strengthening social trust and providing practical and feasible paths for governance of public emergencies.
