Abstract: Based on Heilongjiang’s northward opening-up strategy and its demand for all-round revitalization, this paper addresses the problems that innovation and entrepreneurship education in local universities simply copies foreign models and fails to adapt to provincial conditions, and explores pathways for the dual integration and mutual promotion of the Kangda Spirit, Northeast Anti-Japanese Allied Forces culture and innovation and entrepreneurship education. Using questionnaire surveys, it sorts out college students’ cognition of red culture in Heilongjiang, analyzes practical dilemmas and underlying causes of their integration, and constructs a localized integration model from four dimensions: curriculum restructuring, platform innovation, mechanism guarantee and cultural export. This study provides theoretical and practical support for activating red resources, cultivating interdisciplinary entrepreneurial talents suitable for China-Russia cooperation, and boosting the all-round revitalization of Heilongjiang.
