Abstract:Amid high-quality economic development and the building of a strong energy country, power marketization reform has become a pivotal task of the era. With unique attributes, power energy has seen China form the institutional framework of "regulating the middle and liberalizing both ends" after multiple rounds of market-oriented reforms. However, the ongoing reform still confronts market mechanism conflicts, such as inadequate competition in the electricity retail market, flawed price supervision, and monopolies by state-owned enterprises and the government. Thus, taking the Energy Law of the People's Republic of China as the guiding principle for the sound development of the power market, this paper focuses on optimizing the electricity price system and regulating monopolies to explore optimal paths for power marketization reform. By improving the legal systems for market competition and supervision, it aims to realize classified and coordinated regulation, balance market vitality and supervision efficiency, achieve efficient allocation of power resources, and advance the sustainable development of the power market.
